In the process of harmonizing the Cypriot legislation with the environmental legislative framework of the European Union, this law sets forth the basic provisions for the protection of water resources and soil against polution. The law aims at protecting surface and underground waters and soil from human and industrial polluting activities and at controlling the disposal of liquid and solid industrial waste. Specific measures are prescribed for the prevention of pollution and the adoption of an overall approach in granting licenses to industrial plants and cattle breeding facilities that cause pollution of waters and soil. The law is divided in six parts. The first part includes introductive provisions and definitions. Also, sets out the duties of the Minister of Agriculture, Natural Resources and Environment. The second part refers to protection of waters and soil in general from nitrate pollution caused by agricultural activities, i.e. by the use of fertilizers, manure and recycled water in irrigation. The third part regulates all maters related to the process of issuing licenses for disposal of waste to existing and new (industrial and not) facilities that cause pollution by disposing waste in waters and soil. The fourth part introduces the concept of integrated prevention and control of pollution concerning large-scale industrial and animal breeding facilities which are considered largely responsible for environmental pollution. For the provisions of this Part, the corresponding European Directive itself includes a transitional period for waste disposal licensing to existing industrial facilities and swine houses, up to October 2007. The remaining two parts concern, administrative regulations and procedures, powers of inspectors, the keeping of a registry book for facilities to which waste disposal licenses are granted and the procedures for delivering information to the European Committee.
