The purpose of this project was to inventory riparian areas along streams in Medford andto assess riparian area functions. "Riparian areas" are defined as "the area adjacent to astream consisting of the area of transition from the aquatic ecosystem to a terrestrialecosystem" in Medford’s Municipal Code (Section 10.921). In a course of the research there was studied the historical path of the emergence of private property in the world and in what is now Belarus. The evolution of concepts of private property during the XIX - XX centuries was analyzed. Based on the history of private ownership of land, the provisions of Roman law, the need to raise interest of peasants in the effective management, it was shown a possible in the future way of the transfer of agricultural land to private ownership of peasants. The foregoing provisions are theoretical justification for these proposals.

Oregon’s statewide planning goals provide the framework for land use planning withinthe state. Statewide Planning Goal 5 requires all Oregon cities and counties “toconserve open space and protect natural and scenic resources.” The Goal itself, plusOregon Administrative Rules establish specific procedures and criteria for Goal 5compliance. The City of Eugene was required by the Oregon Department of LandConservation and Development (DLCD), through the Metropolitan periodic review workprogram, to address Goal 5 requirements for wetlands, riparian corridors, and wildlifehabitat sites.

This paper analyzes the effect of uncertainty in several key parameters on the marginal costs of carbon sequestration in forests. These parameters include the land supply elasticity, which governs the conversion of land from agriculture to forests and vice versa; parameters of the forest biomass yield function; parameters of the forest carbon density function; and parameters of the costs functions for accessing inaccessible land.
