This Regulation amends and supplements articles 2, 4, 7, and 8 of Regulation No. 480 of 2011 on land use planning. It supplements the scope of regulation by introducing under article 2 additional areas of application including the use to define the parameters and the permitted use of land until the drafting of the general instruments of local planning is completed. The amendment also substitutes the wording ‘national regulation of planning’ with ‘national regulation of planning instruments’.

This Regulation amends article 2(a) of Regulation 289 of 2006. According to the amendment the ALUIIZC will now have 7 (seven) local departments in the district of Tirana.

This Regulation amends sections a, b, e and c of article 5 of Regulation 289 of 2006. The amendments affect the duties and responsibilities of the deputy directors who will now chair the departments of legalization, compensation and urbanization, the dept. of mapping, information technology, and initial registration of unlawful construction, and the human resources department, respectively. Further, the ALUIIZC personnel should comply with the general requirements of the civil service law and the special requirements prepared by the general director of the agency.
