The present Final Agreement between the Government of Canada, the Ta'an Kwach'an Council for the First Nation and the Government of the Yukon is made under section 35 of the Constitution of Canada and sets out the rights of the First Nation Ta’an Kwach’and its people and in particular ways in which the federal, territorial and First Nation governments interact.

This Law aims at ensuring the sustainable development of the territory through the rational use of land and natural resources; assessing the actual and future potential of the territory development on a local and national level by balancing natural resources with economic demand and public and private interests.

This Law amends and supplements articles 2, 15, 17, 23-45 and repeals articles 17/1, 18, 19-22 of Law No. 9482 of 2006 on legalization, urbanization, and integration of the unlawful constructions.

This Regulation supplements Regulation 481 of 2011 with rules and procedures regarding detailed local planning. A new Section 2/1 ‘Detailed Local Planning’ is added after article 21.

This Regulation amends and supplements articles 2, 4, 7, and 8 of Regulation No. 480 of 2011 on land use planning. It supplements the scope of regulation by introducing under article 2 additional areas of application including the use to define the parameters and the permitted use of land until the drafting of the general instruments of local planning is completed. The amendment also substitutes the wording ‘national regulation of planning’ with ‘national regulation of planning instruments’.

This Regulation amends sections a, b, e and c of article 5 of Regulation 289 of 2006. The amendments affect the duties and responsibilities of the deputy directors who will now chair the departments of legalization, compensation and urbanization, the dept. of mapping, information technology, and initial registration of unlawful construction, and the human resources department, respectively. Further, the ALUIIZC personnel should comply with the general requirements of the civil service law and the special requirements prepared by the general director of the agency.

This Regulation amends article 2(a) of Regulation 289 of 2006. According to the amendment the ALUIIZC will now have 7 (seven) local departments in the district of Tirana.

This Regional Law establishes the modalities of elaboration and submittal of land-use planning documentation by the competent bodies of local self-government. Decision-making related to land-use planning projects shall be made (or rejected) by the competent body within ten days from the date of submittal of land-use planning documentation.
