This Decree sets forth provisions on cooperation of the State Committee on Property Issues with other relevant institutes, analysis and update of information related to soil monitoring, project-search and research institutions on the basis of national, regional and local programs, methods and reporting procedures. This Decree states that monitoring of soil is a regular system for early intervention, assessment and elimination of consequences to detect changes in soil fertility properties.

This Circular adopts the Manual on Land Survey Procedures. This Manual consisting of 13 Chapters divided into five Parts and completed by XXVI Annexes, establishises this Manual as a useful reference for Geodetic Engineers and Contractors, Land Management Bureau (LMB), Land Management Services (LMS) in the different DENR Regional Offices, the Local Government Units (LGUs) and other stakeholders as it embodies the updated guidelines on the execution of all types of land surveys taking into consideration the technological advances in recent times. Article 6 shall be amended to add the following wording: “Regional Government can transfer performance of some plenary powers in the sphere of ensuring soil fertility to specialized branch of regional executive power”.

Amends: Regional Law No. 41-oz “On soil fertility of agricultural land”. (2007-10-31)

The scope of this Regional Law shall be performance of plenary powers of regional state bodies in the sphere of regulation of land relations. Regional Legislative Assembly shall be responsible for: (a) law-making in the sphere of land relations; (b) governance of public land; (c) establishment of case of allotment of public and municipal land free of charge to some categories of citizens; and (d) establishment of the modalities of land valuation.

Article 8 shall be amended to add the following wording: “Regional executive body competent in the sphere of conservation, management, promotion and state protection of the objects of cultural heritage shall exercise plenary powers transferred by the Russian Federation and related to the performance of arrangements related to conservation, management and promotion of the objects of cultural heritage of federal significance”.

This Decree states that carrying out state cadastre of protected areas and objects aims at a) strengthening state control and protecting natural reserve fund, b) preparing plans for economic and social development, land management, urban planning and environmental expertise, and c) data collection and systematization, analysis of the efficiency of the current situation and provide information for national, regional and local authorities, ministries, organizations and other real and legal persons.

This Act makes provision with respect to improved administration of municipalities and related matters. It defines powers and functions of municipal authorities and concerns, among other things, development of culture of community participation and integrated development planning. Each municipal council must, within a prescribed period after the start of its elected term, adopt a single, inclusive and strategic plan for the development of the municipality. The Collegium of the State Land Committee was established on 13 February 1998 upon the Ministerial Decree № 25. By this Decree, number and composition of members of the Collegium are reapproved by the Council of Ministers. The Collegium shall be composed of 15 members and the Chairman of the State Land Committee shall chair the Collegium.
