The present Agreement among the Teslin Tlingit Council and Her Majesty the Queen in Right of Canada and the Government of the Yukon establishes the framework of a modern First Nation Government. This Act winds up the Nauruan Land Owners Royalty Trust Fund, the Nauru Rehabilitation Fund and other dormant funds. It also requires the Cabinet may make regulations prescribing any matter or thing required or authorised by this Act to be prescribed or which is necessary or convenient to be prescribed for carrying out or giving effect to this Act. The Nauru Phosphate Royalties Trust (NPRT) was a sovereign wealth fund developed by the government of the Republic of Nauru in which the government invested money from the state owned mining company, Nauru Phosphate Corporation.

This Act amends the RONWAN Distribution Act with respect to, among other things, the Winding Up of the Nauruan Land Owners Royalty Trust Fund and the administration by the Nauru Rehabilitation Corporation of the Long Term Investment Fund established pursuant to S. 62(1) of the Constitution. This Act also amends the Nauru Rehabilitation Corporation Act 1997, the Nauru Phosphate Royalties Trust Act 1968 and the Nauru Phosphate Royalties (Payment and Investment) Act 1968. It also concerns some administrative matters of the Nauru Phosphate Royalties Trust (NPRT).

This Act provides with respect to local government in Papua New Guinea and declares that purposes of Local-level Government and of a Local-level Government are public purposes for the purpose of Section 53 (unjust deprivation of property) of the Constitution. “Local-level Government” means a Local-level Government established in accordance with Sections 26 and 27 of the Organic Law on Provincial Governments and Local-level Governments.
