These Regulations introduce a new system of environmental permitting in England and Wales. They replace the existing system as defined by Part II of the Environmental Protection Act 1990 (c. 43), the Waste Management Licensing Regulations 1994 and the Pollution Prevention and Control (England and Wales) Regulations 2000.

This Proclamation of the Benishangul Gumz Regional State shall apply to any rural land found in the region. It mainly is concerned with land rights land use and administration of rural lands. Land is declared the common property of the state and people and it shall not be subjected to sale or other means of exchange. Any peasant who legally resides in the region shall have the right to hold land irrespective of gender or any other discrimination. Land administration shall be implemented through community participation. Rural land shall not be expropriated unless to use for public services.

This Regulation establishes an Agricultural Drought Management Board aiming at monitoring, performing risk assessments and reducing the effects of agricultural drought. This Decree covers water management, agricultural techniques, seed and plant diversity, irrigation techniques, economic and social support, planning of pasture feeding and land use, pest management and any measures to implement urgent action and restrictions in arid and irrigated agricultural land. The Regulation covers rules and procedures on the functioning and duties of the Agricultural Drought Management Board.

This Law, consisting of XIII Chapters, regulates the structure, rights and obligation and other requirements of a village and traditional village. This Order consolidates with amendments the permitted development provisions of the Town and Country Planning General Development Order 1988 and subsequent amending instruments. This Regional Law determines composition, elaboration and modification of the regional land-use planning scheme. Land-use planning project shall include regulations on territorial planning and mapping of objects projected for location, description and characteristics of land areas and names of urban, municipal districts and inhabited areas. Monitoring of land-use planning schemes shall include state of environment and environmental protection arrangements.

Various amendments concern the allocation of land and Allocation Authorities. Section 10A concerns conversion of titles in residential land in rural areas, whereas section 36A grants power to the Minister to delegate his/her powers under sections 35 or 36 to the Commissioner.
