This Act amends the principal Act with respect to modification of the Adjudication Record (sect. 7), to special powers of the Demarcation Officer (sect. 12) and to appeal against decisions of the Adjudication Officer (sects. 15, 17 and 20). Section 23 concerning the finality of Adjudication Records and subsection 24 concerning appeal in court are repealed and replaced by a new provisions.

The 28 sections of the Act are divided into 6 Parts: Preliminary and Application (I); Officers (II); Claims and Demarcation (III); Principles of Adjudication and Preparation of Adjudication Record (IV); Objections and Finality (V); Miscellaneous (VI). For the purposes of appeal against adjudication records prepared by the Recording Officer in accordance with principles laid down in sections 16 to 19, a Land Adjudication Tribunal shall be established by the Minister (sect. 4(5)). Claims will be handled in first instance by the Adjudication Officer (sect. 20).

Cette loi est relative à la définition des périmètres d'aménagement rural et aux modalités de leur mise en valeur. La définition des périmètres d'aménagement doit être établie par un décret, qui fixera les travaux d'aménagement rural et déterminera les voies de desserte à créer ainsi que les emplacements qui seront reservés aux aménagements collectifs.

The Act provides for a system for the disposal of national lands, i.e. lands held by the Government. National lands can be disposed of through lease (sect. 7) or sale (sect. 13). Leases are granted against payment of rent, arrears of which are recoverable in court (sect. 10). Applicants for leases in excess of 500 hectares must file an Environmental Impact Assessment, prior to the grant and every five years thereafter. The Minister has authority to impose this same requirement on applicants for leases covering a lesser land surface (sects. 9(4) and (5)).
