The Physical Development Plan for North Montserrat is a regional policy with a multi-sectoral approach. The timeframe of the Plan is 10 years between 2012 and 2022. The goals of the Plan are to (i) provide social infrastructure is adequately, (ii) conserve the environment and cultural heritage, (iii) better plan infrastructure needs for current residents and businesses, and for likely population increases and commercial development, (iv) minimize the conflicts between land users, and (v) develop adequate and sufficient housing in compliance with relevant development standards.The Plan is a land-use plan that provides a framework to help deliver the goals of the Sustainable Development Plan, addressing issues such as pressure on land, limited resources and infrastructure development. This Plan underlines the development of local areas with special attention on land use and social infrastructure, infrastructure and services, heritage and environmental features and disaster risk. Natural resources will be protected while promoting residential and commercial growth in Montserrat. The sustainable use of natural resources will be ensured both on the island and in the surrounding waters. Land use planning will be carried out in an environmentally sustainable manner. Biodiversity conservation and ecosystem preservation will be ensured to protect the island’s unique and endangered flora and fauna. In addition, sites of landscape, ecological, historic and cultural value will be protected to ensure sustainability. Measures will be taken to reduce pressure on land, resources and infrastructure, on the other hand lands will be allocated for housing, government facilities, commercial and office uses, health, education and recreation, agriculture, tourism and industry. Agricultural land will be improved through development and access for local farmers to agricultural lands will be increased. Water management will be developed in the local areas to increase water efficiency. Potable water capacity in the Woodlands and Olveston Local Area will be increased in line with demand growth. Environmental pollution from the disposal of liquid and solid waste will be controlled through effective waste management. The existing housing stock will be increased and improved to ensure access to appropriate private housing of sound construction. Social and community services will be provided on an economic, efficient and equitable basis and are accessible to the whole population.The risks of disasters particularly hurricane will be minimized to increase resilience and to enable residential and commercial growth.
