Purpose of this Law is to establish a free zone in the city of Aden, to be applied in phases. The Council of Ministers shall determine the geographical boundaries, the locations and the date of start of the new system.The Law consists of 39 articles divided in nine Sections: Naming and definitions (I); Free zones creation (II); Free zones administration (III); Licensed and banned works in the free zone (IV); Benefits and guarantees (V); Tariffs and fees (VI); Dispute settlement (VII); Crimes, offences and penalties (VIII); General and Final Provisions (IX).Art.8 specifies the licensed works in the free zone. The works related directly or indirectly to biodiversity and biosafety can be summarized as follows: establishing and constructing industrial projects, and any activities concerned with fitting, assembly, preparation, and renewal of manufactured and semi-manufactured products; bringing in national and foreign goods, and storing, using and consuming them and also the taking of goods out of the free zone; follow-up of all the processes of goods in the free zones, which includes sorting, cleaning, mixing, blending, packaging, breaking up, dividing, assembling and changing their shapes/forms or states.Article 9 indicates the prohibition of the entry and handling of certain goods in the free zone. The ones related directly or indirectly to biodiversity and biosafety are: spoiled (or rotten) and stinking goods, and wastes that are harmful to the environment and not valid for human and animal consumption; radiating (or radioactive) substances, except those that are permitted to be entered for industrial, medical and scientific research purposes, and with a licence from the competent bodies; drugs of all kinds and their derivatives with an exception of what enters in the industry of medicine and pharmaceutical preparations, and on the basis of certificates issued by the Ministry of Public Health in accordance with the operative laws; and goods violating the laws of commercial and industrial property protection.Article 10 provides that any works or activities violating the environment protection instructions are prohibited in the free zone.
