This Law provides for the prevention of land desertification, the transformation of desertified land and the protection of the safety of the environment.The Law consists of 7 Chapters divided into 47 articles: General provisions (I); Planning on desert prevention and transformation (II); Prevention of land desertification (III); Transformation of desertified land (IV); Guarantee measures (V); Legal responsibilities (VI); Supplementary provisions (VII).The administrative department in charge of forestry of the State Council shall, jointly with other relevant departments of the State Council, draw up the planning of desert prevention and transformation of the whole country. The planning shall take into account the natural conditions such as geological location of the desertified land, land types, vegetation conditions, climate and water resource conditions, land desertification degrees, etc. The administrative departments shall be in charge of monitoring, counting up and analyzing the circumstances of land desertification of the whole country and shall publicize the results regularly. Departments in charge of meteorology shall monitor and forecast drought weather and sandstorm weather and report this to the local people's governments in order to take prevention measures and make disaster forecasts when necessary. According to the planning of desert prevention and transformation, relevant departments, units and individuals shall take measures, which include forestation and grass-growing by human power, blocking desert for forest and grass fostering, allocation of water for environmental use, etc., in order to restore and increase vegetation and to transform land that has already been desertified. Desert prevention and land transformation may be conducted by owners' land use right of state-owned lands and contractors of rural collective-owned lands.
