The purpose of this Act is to prevent potential danger or injury to public health and environment due to soil contamination and to properly maintain and preserve soil including purifying the contaminated soil to conserve the soil ecosystem, etc. This Act shall not apply to soil contamination caused by radioactive materials.The Minister of Environment shall formulate and enforce a basic plan for soil conservation every 10 years and shall include matters listed in article 4. The Minister of Environment shall establish a measuring network and measure the degree of soil contamination at all times. Reports, etc. on facilities inducing specific soil contamination shall be made. Facilities inducing a specific soil contamination may be ordered to conduct an examination of leakage, to grasp the scope of contamination and to take measures for purifying contaminated soil. Standards of soil contamination shall be determined by the Ordinance of the Ministry of Environment. The Minister of Environment may designate the region exceeding the measure standards as a region requiring measures for soil conservation and the Mayor/Do governor shall formulate a plan of countermeasures for soil conservation and execute it after obtaining an approval from the Minister of Environment. Soil related specialized agencies shall be designated by the Minister of Environment. The remaining part of the Act contains penal provisions and provisions of miscellaneous nature.
