The Order is intended to contribute to the sustainable development of rural areas through the promotion of stronger competitiveness in agriculture, food and forestry sectors. Its purpose is to protect the environment by granting subsidies to sustainable measures aimed to improve agricultural production and agricultural product qualities (Natura2000 planning). The Ministry of Food, Agriculture and Fisheries and the Ministry of Housing, Urban and Rural Affairs shall, within their respective responsibility areas, set rules on the granting of financial aid.

The provisions of Order No. 94 give the Danish AgriFish Agency the responsibility of granting subsidies to owners and tenants of farms in order to convert agricultural land to organic farming. This Order partially amends this Order, in particular its introduction, whereby the implementation of Rural Development Act (No. 316 of 2007) provisions are now changed to articles 3, 5 (sect. 1-3) art. 7 (sect. 4) art. 11 (sect. 4), and pursuant to 5, sect. 1, No. 5 of Order No. 559 on the Danish AgriFish Agency's duties and powers.

The Measures aim at regulating the acts of circulation of rural land contracted management right, maintaining the lawful rights and interests of both parties of circulation, and promoting the development of agriculture and rural economy.

This Decree of the Ministry of Agriculture, which is composed of 12 articles and five Annexes, implements the relevant regulations of the European Union and lays down the way of: (a) storage of fertilizers and excipients and capacity of storage space; (b) the use of fertilizers and excipients on agricultural land and forest land; (c) keeping records on the use of fertilizers, excipients and treated sludge; (d) reporting on the use of treated sludge. These Regulations make provision in England for the administration of Regulation (EU) No. 1307/2013 of the European Parliament and of the Council establishing rules for direct payments to farmers under support schemes within the framework of the common agricultural policy and some associated Regulations. They divide England in moorland, the severely disadvantaged area (excluding moorland) and all other land for purposes of the basic payment scheme as defined by (EU) No. 1307/201.

These Regulations make provision in Wales for the administration and enforcement of compliance of farmers with in relation to payments granted directly to farmers under the Regulation (EU) No. 1307/2013 of the European Parliament and of the Council establishing rules for direct payments to farmers under support schemes within the framework of the common agricultural policy and rural development payments under Regulation (EU) No. 1305/2013 of the European Parliament and of the Council on support for rural development by the European Agricultural Fund for Rural Development.

These Regulations aim to reduce water pollution by limiting the amount of chemical phosphorus fertiliser applied to land. They restrict the amount of chemical fertiliser applied to land taking into consideration the phosphorous already available from the soil and organic manures and impose a duty on the controller of a holding to prevent water pollution.

These Regulations establish and introduce an action programme for the protection of waters against pollution caused by nitrates from agricultural sources that is applicable to all farmers across Northern Ireland.

The Act establishes that the right to administer soil, water and air is vested in the State. The State, therefore, has the authority to: (a) regulate the allotment, use, supply and maintenance of soil, water and air; (b) regulate the legal relations between persons and soil, water and air; (c) regulate the legal relations between persons and legal acts concerning soil, water and air. The exploitation of these resources both by individuals or corporate bodies is to be performed within the objective of the national interest and by guaranteeing the protection of economically-weak groups.
