This 2014–2015 Global Food Policy Report is the fourth in an annual series that provides a comprehensive overview of major food policy developments and events. In this report, distinguished researchers, policymakers, and practitioners review what happened in food policy in 2014 at the global, regional, and national levels, and—supported by the latest knowledge and research—explain why. This year’s report is the first to also look forward a year, offering analysis of the potential opportunities and challenges that we will face in achieving food and nutrition security in 2015.

Le rapport de l’Indice de la faim dans le monde 2014 – neuvieme edition – propose une mesure multidimensionnelle de la faim au niveau national, regional et mondial. Le GHI 2014 montre les progres effectues en matiere de reduction de la faim depuis 1990, mais des efforts restent a faire, le niveau de la faim restant alarmant voire extremement alarmant dans 16 pays. Cette annee, le GHI se concentre sur un aspect particulier de la faim souvent neglige : la faim invisible.

Biofuels, poverty, and growth

"Large private investments in biofuels are presently underway in Mozambique. This paper uses an economywide model to assess the implications of these investments for growth and income distribution. Our results indicate that biofuels provide an opportunity to enhance growth and poverty reduction. Overall, the proposed biofuel investments increase Mozambique's annual economic growth by 0.6 percentage points and reduce the incidence of poverty by about six percentage points over the 12-year phase-in period. However, the benefits depend on production technology.

Rural poverty, agricultural production, and prices: a reexamination

In his insghtfull but unfinished work, Dharm Narain drew attention to the behavior of prices as one of the important factors determining the extent of poverty in rural India. His empirical investigations, summarized in Gunvant Desai's contribution to this volume (chap. 1), provide strong prima facie evidence of such influence. Dharm Narain found that rural poverty is not only inversely related to the level of output per head of the rural population, as established in Ahluwalia (1978a), but also positively related to the level of prices.

Human capital accumulation, migration, and the transition from urban poverty

This paper examines determinants and consequences of migration from urban slums using panel data from two Nairobi slums. We analyze migration behavior of both adults and children. First, empirical analysis of labor market dynamics shows that schooling is complementary with experience (measured by duration in Nairobi) in slums jointly increasing the probability of migration to non-slum urban areas, and that labor-market returns to schooling and experience are low within slums.

Informal Urban Development in Europe: Experiences from Albania and Greece

Not about Us without Us: Working with grassroots organisations in the land field

This publication, from the Global Land Tool Network, presents the grassroots mechanism it plans to promote for the effective inclusion of local community groups (grassroots). The involvement of the grassroots is crucial at all stages of land-related processes. However, many pro-poor land policies are developed and implemented with weak grassroots participation, leading to project failure or outcomes that do not assist women or people living in poverty.
