Biofuel Economics in a Setting of Multiple Objectives & Unintended Consequences

This paper examines biofuels from an economic perspective and evaluates the merits of promoting biofuel production in the context of the policies’ multiple objectives, life-cycle implications, pecuniary externalities, and other unintended consequences. The policy goals most often cited are to reduce fossil fuel use and to lower greenhouse gas emissions. But the presence of multiple objectives and various indirect effects complicates normative evaluation.

Using Bangmaenang District in the urban fringe of Bangkok Metropolitan Region in Thailand as a case study area, this study aims at examining agricultural land-use changes after the 2011 Floods with special focus on farmers' intentions of orchard use and management. Supervised image classifications were conducted for two GeoEye-1 images (before and after the floods) in order to identify agricultural land-cover changes by the floods.

To prevent uncontrolled urban sprawl of rural area and promote desirable development, Korean government established 'Act on Planning and Use of National Territory' in 2003. However, despite improvement of the framework of land use system, urban sprawl and rural environment destruction is aggravating. Unlike Japan, there is no independent plan for managing farmland and forest in Korea. Local governments' land use plan also excessively focused on urban management. To prevent deteriorating rural amenity, it is desirable to induce more specific guideline for rural land use and development.

Remote sensing techniques are mandatory for monitoring land use changes in large areas such as the Amazon. Land use mapping is usually performed by both manual and digital pixel based classification methods which are cost and time-consuming. In this study an image segmentation approach is applied to unmix TM-Landsat images for mapping land use classes in Tucuruí-PA reservoir region to 1996 and 2001.

Animal products are at the heart of environmental issues of agriculture. Their global impacts on land use, biodiversity, water use and greenhouse gas emissions are singled out. The application of Life Cycle Assessment for the environmental assessment of agricultural products and especially meat products has changed the perception of their environmental impacts, providing a broader view of the production system and a multi-criteria evaluation. While the impacts of livestock are better known, the assessment methods remain to be stabilized.
