This Act provides with respect to the acquisition of land on the basis of a resolution of Tynwald for public purposes and compensation in relation with such acquisition. It, among other things, sets out the procedure for authorising compulsory purchase; requires disputes to be solved by an established procedure which includes arbitration; provides for acquisition by agreement; purchase or redeem of the interest of the mortgagee of any of the land; presumption of planning approval (also in respect of land used for agricultural purposes).

The purpose of these Regulations is to strengthen the protection and management of forest lands, and rationally develop and utilize forest land resources. The Regulations consist of 7 Chapters: General provisions (I); Land tenure management (II); Protection and utilization of forest lands (III); Expropriation and occupation (IV); Legal liability (V); Supplementary Provisions (VI).The forest lands are under the State ownership and collective ownership. The forest lands owned by the State or owned by collectives, may be used by the entity or individuals for forestry production.

This Act creates a new system of development permitting for nationally significant infrastructure projects. The new system covers certain types of energy, transport, water, waste water and waste projects. The Act establishes the Infrastructure Planning Commission, which will be responsible for examining applications for development consent for nationally significant infrastructure projects. The Commission may also confer upon developers certain rights for the purpose of facilitating a project.

The National Conservation Council is established under section 4. The Council shall advise the Minister on (establishment of) Conservation Areas and advise the Minister on the formulation of rules applicable to conservation areas, and on the administration and control of conservation areas and carry out other functions set out in section 9.

City Councils may take decisions derogating from existing requirements regarding soil, water, etc in experimental areas within 5 years from the date of entry into force of this Act if it holds that the experiment will contribute to the improvement if the environment and quality of live.

These Regulations amend the Town and Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 1999 to implement Council Directive 85/337/EEC and amendments of that Directive in respect of applications for approval of reserved matters and applications for approval of conditions attached to the grant of planning permissions and applications made to mineral planning authorities to determine the conditions to which a mineral planning permission is subject under Schedule 2 to the Planning and Compensation Act 1991 and Schedules 13 and 14 to the Environment Act 1995.

These Regulations amend the Development and Planning Regulations (2006 revision) in relation with the power of the Central Planning Authority to require an applicant for a planning permission to set aside a part of the land subject of the permission for public purposes. The Authority may permit an applicant to pay a sum of money in lieu of setting aside land for public purposes.
