These Regulations issued in implementation of article 56 of the Land Management Law, provide for (a) registration of landownership and land-use rights; (b) the systematic surveying of lands, land-use planning, and other mechanisms to control land use; (c) procedures for the expropriation of land needed for public construction purposes; (d) restrictions on the use of agricultural land for housing purposes; and (e) criteria for the determination of the kind and amount of fines payable for offences committed under the principal Law.

Ministerial Decree No. 1172 validating the Regulation on determining and mapping coastlines.

This Ministerial Decree sets forth the modalities for the accurate determination and mapping of the effective position of coastlines. The crossline between the surface of surface waterbodies (seas, lakes, rivers, ponds and water reservoirs) and the surface of dry land shall be established depending upon the determined water edge. Effective position of sea coastline shall be established at the maximum level of high tide and in the absence of such phenomenon in accordance with the surf line.

This Decree validates the Statute of the Federal Committee on Land Resources and Land Survey. It establishes that the functioning of this Committee is regulated by the Russian Constitution, Laws, Rulings of the Congress of People's Deputies, Orders of the Supreme Soviet, Presidential and Governmental Decrees and Orders and by this Statute.

This Law establishes legal grounds for geodetic and cartographic activity and is aimed at supply of geodetic, cartographic and mapping materials to state bodies, other organizations and natural persons, including individual entrepreneurs. Objects of geodetic and cartographic activity shall be: (a) outer space, including distant zoning of the Earth; (b) geographic objects; (c) geodetic stations; and (geodetic and cartographic materials and data (Art. 4).
