This Decree states that “land registration” aims at ensuring efficient use of land, increasing soil fertility, clarifying land resources, establishing soil balance, setting up strict rules for land use and mapping according to the results of land registration, by determining geometric dimensions, borders, configuration and changes in lands of all land owners, users and lessees. This Decree sets forth provisions on the procedures and principles of land registration on topographic maps and plans, land reports, monitoring results, consequence assessment and approval by the executive authorities.
