The Act states that the Ministry of Housing and Urban Development shall decrease urban development to the farms and gardens surrounding the cities and minimize changes in land use of farms and gardens inside urban areas. In special cases, changes in land use of farms and gardens shall be allowed only by authorization of a Committee consisting of representatives of the Ministry of Agriculture, Ministry of Housing and Urban Development and Department of Environment. In these cases, 80% of the price of the land after the land use change should be paid to the government as a tax.
