The scope of this Regional Law shall be to increase the role of private subsidiary smallholding of citizens in raising production of agricultural commodities and it establishes the forms of state support of subsidiary smallholding. Subsidiary smallholding shall be considered a form of non-enterpreneurial activity for production and processing of agricultural commodities that shall be exclusive property of citizens conducting subsidiary smallholding. Trade of agricultural commodities produced and processed by citizens conducting subsidiary smallholding shall not be considered entrepreneurial activity. Citizens shall be authorized to perform subsidiary smallholding from the date of state registration of rights to a land plot. Maximum land area that can be allotted for subsidiary smallholding shall not exceed 11 ha. Subsidiary smallholding shall have the right to state support in the form of subsidies, incentives, credits and lease.
