The priorities of regional land policy shall be: (a) state regulation for ensuring conservation of valuable land, agricultural land and land of protected areas; (b) realization of the land right of citizens; (c) application of land tenure ensuring ecosystem preservation; (d) conservation of agricultural land as the basis of agricultural production; and (e) conservation of traditional forms of Cossack land tenure (art. 1). This Regional Law establishes minimum and maximum dimensions of the allotment of public land, including agricultural land, in ownership to citizens for different uses, including agricultural production and subsidiary farming (arts. 8-13). This Regional law envisages cases of expropriation of land (arts. 20-21) and purchase and sale of plots of land (arts. 22-24). Minimum period of lease of agricultural land for agricultural purposes shall be 11 months (art. 29). Public land servitude shall be applicable to land plots that have passed land registration and have been inserted in public land cadastre (art. 37).
