This Order establishes requirements for the conservation of fertile soil layer and subsequent use thereof for the improvement of low productive land, restoration of soil fertility of recultivated land and land improvement. It shall be applicable to the project documentation and work related to soil disturbance and recultivation of land and it shall be compulsory for landowners and lessees carrying out activities related to soil disturbance. Removal of the fertile soil layer shall be carried out during earthwork on land of all categories. On sandy soil fertile soil layer shall be removed only on reclaimed and recultivated land. Depth of the fertile soil layer subject to removal shall be established in accordance with large-scale soil inspection depending upon soil fertility and composition.
