This Act regulates the alienation, lease and use of and control over “State land”, i.e. defence lands, ‘pas géométriques’ and all lands belonging to or in possession of the State. The Minister may sell State land other than defence lands, mountain reserves which belong to the State, ‘pas géométriques’ or river reserves which belong to the State (sect. 3). No State land shall be granted or leased otherwise than at its full rental value except for charitable purposes (sect. 4). As for the sale of State land, all sales of State land shall be by public auction and no State land shall be sold unless it is in the public interest to do so and in exchange of another portion of land (sect. 5). Section 6 sets out the conditions at which State land may be given in lease. Section 7 contains rules for sale or lease by auction. Conditions of sale shall be prescribed by the Minister to whom responsibility for the subject of land use is assigned (sect. 10). The control of, and supervision over State land which the Minister, by notice in the Gazette, declares to be land settlement land, shall be vested in the Chief Agricultural Officer (sect. 16). Section 26 defines the rights and duties of police and forest officers. Other provisions concern procedures of sale and lease, exchange of land, recovery of rent, regulation making powers of the Minister and prohibit the dumping of any sand, coral, earth, stones, wood or other object on State land or on any beach, sea, canal, river or lake adjoining State land.
