authorized representatives of the state bodies of state power of the Russian Federation and the bodies of state power of the Kaliningrad Region have agreed on the following: 1. The present agreement delimits plenary powers of the state bodies of the Russian Federation and the state bodies of the Kaliningrad Region as regards delimitation of state property and land tenure; determination of the modalities of ownership, use and exploration of subsoil and natural resources; external economic ties; arrangements for the prevention of emergency situations and disasters on the territory of the Kaliningrad Region and liquidation of their consequences. 2. The Government of the Russian Federation at the proposal of the state bodies of the Kaliningrad Region elaborates jointly with state bodies of the Kaliningrad Region and validates federal special programs for the Kaliningrad Region concerning recreational zones.
