Urban Code of the Volgograd Region is the main legislative act of the Volgograd Region in the sphere of urban planning and land use planning. Urban Code regulates legal relations in the field of transformation and maintenance of favourable vital functions of the population of the Volgograd Region in urban, countryside areas and interurban territories. Urban Code of the Volgograd Region is based on Urban Code of the Russian Federation and renders concrete its application conformably to the conditions of the Volgograd Region. The Regional Law consists of 4 Sections that contain 14 Chapters comprehending 60 Articles. Section 1 is composed of 4 Chapters (arts. 1-17) lays down the general provisions. Chapter 1 establishes the tasks and determines the sphere of application of the Urban Code. Chapter 2 determines the principles of organization of the inter-urban territories. Chapter 3 regards territorial planning. Chapter 4 regards urban planning. Section 2 containing Chapters 5-7 (arts. 18-38) concerns organization of regional territory, its administrative and territorial units, urban and countryside settlements, Village Soviets and other territorial units. Chapter 5 regards regulation zoning of urban planning activity. Chapter 6 determines special regulation of urban planning activity. Chapter 7 determines functional zoning of urban and countryside areas. Section 3 containing Chapters 8 and 9 (arts. 39-40) regards territorial planning and authorization documentation in the sphere of regulation of urban planning and land use planning activity in the Volgograd Region, urban and countryside areas. Chapter 8 regards organization of the territory of the Volgograd Region in the sphere of regulation of land use planning. Chapter 9 regards urban planning requirements and authorization documentation in the sphere of regulation of land relationship in urban and countryside settlements. Section 4 containing Chapters 10-14 (arts. 50-60) determines plenary powers of state institutions and local administration in the sphere of urban planning activity. Chapter 11 deals with information, liability for the elaboration and realization of the resolutions of the validated territorial and urban planning documentation. Chapter 12 concerns economic basis of urban planning activity. Chapter 13 deals with international cooperation. Chapter 14 lays down the conclusive provisions.
