The present Regulation lays down basic rules for the creation and operation of "dehkan" (private) farms, especially with regard to the allocation and use of land. Citizens have the right to leave collective farms and to start private farms. The size of the farm shall be decided by the Executive Committee of the Regional Soviet in each single case. The persons who wish to start a private farm shall apply to the Executive Committee for the allocation of land.This Regulation sets out the procedure for the allocation of land to the head of the Dehkan, including mapping and registration of the land. Allocated lands shall be registered in registers of the regional land reform and land tenure departments.
