In Sierra Leone, the well-being and livelihoods of many people, particularly the rural poor, are based on secure and equitable access to land, fisheries and forests. Increasing pressure on these resources in recent years has led to an escalation of conflict over access to natural resources.

The Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), was developed under the Committee on World Food Security as a result of collaboration among different groups of stakeholders – governments, civil society, private sector, academia. The VGGT is intended to provide a framework for responsible tenure governance that supports food security, poverty alleviation, sustainable resource use and environmental protection.

This document was written by the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) with the view of increasing awareness and understanding in the context of the Philippines of the VGGT. This material draws from previous materials prepared by ANGOC as well as from the presentation and discussion during the training of trainers on “Increasing the use of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests among CSOs and Grassroots Organizations in the Philippines” held on 11-14 July 2016 in Tagaytay City, Philippines.

In the five years since the Voluntary Guidelines on the responsible Governance of Tenure (VGGT) was endorsed, the Guidelines have inspired policy and legal reforms in countries, from Gabon to Guatemala, making a real difference to people's lives.

At its 42nd Plenary session in 2015, the Committee on World Food Security (CFS) decided to hold a global thematic event at the 43rd session in October 2016 to share experiences and take stock of the use and application of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), as a contribution to monitoring progress towards VGGT implementation. This second global stocktake on the VGGT is informed by the contributions received from stakeholders.

This learning guide provides civil society organizations (CSOs) with a methodology and a set of materials to undertake training on the VGGT with civil society actors from the grassroots to the national level. Trainees will learn how to apply the VGGT to actual tenure governance challenges.
