This Act promotes sustainable development and management of agricultural land in regards to the preservation of environmental and landscape values. All agricultural land in rural and urban areas listed with farming obligation, must be used for agricultural purposes. The Minister for Food, Agriculture and Fisheries shall determine which plant species are considered unfitted due to risk of crops damaging. Owners or operators of agricultural lands shall keep their land free from trees and shrubs.

Paragraph 3 of the Article 12 of the Law of the RSFSR on peasant farm acquires a new wording. It reads as follows: « Citizens that set up peasant farm for the first time are exempted from payment of land charges for the period of 5 years beginning from the moment of the allotment of the plots of land. The amount, conditions and terms of payment of land charges are determined by contract. »

Ce règlement vise à réduire la pollution des eaux provoquéé ou induite par les nitrates à partir de fertilisants organiques et prévenir toute nouvelle pollution de ce type; réduire ou prévenir les nuisances causées par l'épandage de fertilisants organiques. L'article 2 contient la définition de certains termes employés comme, parmi d'autres, "composé azoté", "animaux", "engrais chimique", "effluent d'élevage". L'article 3 indique les autorités competentes.

This Regional Law establishes that maximum land plot area of agricultural land allotted for farming shall not exceed 30 ha, while minimum land plot area allotted for farming shall vary from 0,25 ha to 2,7 ha depending upon availability of agricultural land and decision by local self-government.

This Regional Law sets forth the modalities of allotment of plots of land in ownership to citizens free of charge for gardening, horticulture, subsistence farming, family farming and commercial farming, to citizens with three children under age, citizens with disabled children and specialists in agricultural professions with university degree under age of 35 years working in rural areas. It establishes also minimum and maximum agricultural land area of plots of land that can be allotted in ownership free of charge.

The purpose of this Act is to regulate provisions regarding transfer of lands to individuals in order to make efficient use of water and fertile soil, as well as leading the country to self-sufficiency. In particular, it should be noted that rights of the people on fruitful lands should be respected. Exploitation of the natural woods and forests are exclusive rights of the Government. The Government may assign abandoned lands to individuals for agricultural purpose. Indigenous people and persons with knowledge in agriculture are considered as a priority.

By establishing an action programme for nitrate vulnerable zones these Regulation implement, as regards England and Wales, the requirement in this respect as laid down in article 5 of Council Directive 91/676/EC concerning the protection of waters against pollution by nitrates from agricultural sources. These Regulations amend the Action Programme for Nitrate Vulnerable Zones (Scotland) Regulations 2008 so as to implement Commission Decision 2009/431/EC granting derogation to England, Scotland and Wales pursuant to Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources.The Regulations provide for a derogation from the annual farm limit of nitrogen in livestock manure which may be obtained from the Scottish Ministers by an occupier of any grassland farm within a nitrate vulnerable zone.
