Cette ordonnance porte institution et organisation des zones d'action agro-pastorale ("ZAGROP") qui sont des espaces fonciers, géographiquement bien délimités, dans lesquels résident des éleveurs constitués en groupements d'intérêts pastoraux (GIP). Ces éléveurs mettent en commun des ressources pour effectuer des investissements et pour assurer leur fonctionnement. Ces zones ont été instituées afin de combattre la dégradation des pâturages par l'application de techniques de gestion de l'espace et afin de faciliter la sédentarisation des éleveurs.

The Act establishes that the right to administer the soil, water and air is vested in the State. The State, therefore, has the authority to: (a) regulate the allotment, use, supply and maintenance of soil, water and air; (b) regulate the legal relations between persons and soil, water and air; (c) regulate the legal relations between persons and legal acts concerning soil, water and air. The exploitation of these resources both by individuals or corporate bodies is to be performed within the objective of the national interest and by guaranteeing the protection of economically-weak groups.

La presente Resolución, que consta de 11 párrafos, faculta a los directores de empresas agropecuarias y forestales del Ministerio de Agricultura y directores de los complejos agroindustriales del Ministerio del Azúcar, a fin de que autoricen para autoconsumo familiar los préstamos de tierra rústica estatal ociosa en carácter de usufructo gratuito a jubilados o personas que por causas plenamente justificadas no puedan trabajar sistemáticamente en la agricultura (par. 1º).

The plantation of lands specified in the Master Plan of the City of Baghdad shall be carried out in accordance with the Plan within the limitation of the tree line. Planting of certain seasonal crops is excluded from this provision (art. 1a). The requirement laid down in article 1a concerns water share. Cultivation of lands without a water share shall commence one year after the allocation of a water share has taken place (art. 1b). Non-compliance with the requirement may bring about the modification of the lease contract (art. 2).

The agricultural lands owned by the State, burdened with the right of "disposal" of persons who personally or through others cultivated it, according to the "agricultural density" decided for them, shall be considered as owned by the state without compensation and shall be registered in the name of the Ministry of Finance as a pure property and the Ministry of Agriculture shall dispose of such lands in accordance with Laws and Resolutions in force (comma A of par. 1).

An Act to regulate contracts of tenancy of small agricultural holdings. "Small holding" means any area of land under cultivation or pasture or intended for cultivation or pasturage, with or without buildings thereon, comprising not less that half an acre or more than ten acres in one or more parcels of land of a landlord (sect. 2). No person shall let any small holding unless a contract of tenancy has been entered into between the parties thereto. The contract shall be in writing in the form as prescribed in the First Schedule.

These Regulations provide for payment in respect of an undertaking to follow the general environmental conditions set out in Schedule 1 and to carry out at least one of the management activities set out in Schedule 2 or the capital activities set out in Schedule 3.
