This report is based on a case study looking at the change in decentralization laws from the highly decentralized system under 22/1999 to a moderate system under 32/2004. It specifically analyses the implications of such change for local-level forest decision making processes related to forestry, spatial planning, shared revenues and village-level institutions in Luwu Utara district, South Sulawesi province. The research is a continuation of previous ACIAR/CIFOR collaborative research under the theme “Can Decentralization Work for Forests and the Poor?”.

Impact of dynamic land use and land cover changes on the livelihood of local communities and ecosystem services is a major concern. This is particularly evident in most dryland agricultural systems in South Asia. We study land use/land cover (LULC) changes over the last two decades in a watershed (9589 ha) located in semi-arid eco-region in South India (Anantapuram district) using Landsat and IRS imagery. We captured additional data through field observations and focused group discussions.

The distribution of Trichoderma species in soils of Embu region in relation to land use practices was investigated. The study area was chosen because of its significant land use intensification. Soil washing and dilution plate techniques were used to recover Trichoderma spp from soil samples. The fungal isolates were identified and assigned to eight species. Greater populations as well as a wider range of species were obtained in soils collected from the natural forests while coffee farms were the poorest ones. Land use affected the distribution of Trichoderma.

Land-use and land-cover changes are driving unprecedented changes in ecosystems and environmental processes at different scales. This study was aimed at identifying the potential land-use drivers in the Jedeb catchment of the Abbay basin by combining statistical analysis, field investigation and remote sensing. To do so, a land-use change model was calibrated and evaluated using the SITE (SImulation of Terrestrial Environment) modelling framework.

A succinct account of the development and application of methods to assess biodiversity with the involvement of local communities in the forests of Malinau East Kalimantan. The new approach is shown to offer many benefits over more conventional approaches.

Long-term ecological effects of transgenic Bacillus thuringiensis (Bt) crops on nontarget pests have received limited attention, more so in diverse small holder based cropping systems of the developing world. Field trials conducted over 10 years in northern China show that mirid bugs (Heteroptera: Miridae) have progressively increased population sizes and acquired pest status in cotton and multiple other crops, in association with a regional increase in Bt cotton adoption.

In recent years, large-scale agricultural investment projects have increased in sub-Saharan Africa as a result of the growing appetites of local and international investors for land resources. Research has so far mainly focused on land issues, but the water implications of these land deals are starting to surface. Taking the Office du Niger (ON), in Mali, as a case study, it is shown that while around 100,000 ha is currently being cultivated, mostly by smallholders, a total of 600,000 ha of land has been allocated in the past ten years to investors in large-scale farming.

Many people want to improve the governance of forest areas, yet what is considered good governance is not necessarily self-evident or agreed upon by everyone. This study demonstrates the diversity of views held by communities and government officials in Malinau, Indonesian Borneo about what they consider to be good governance. Each group described how they thought decisions about forests should be made, including how to represent interests, allocate land rights, distribute cash benefits from forests, share information and manage forests.
