This guide on Land tenure and rural development has been prepared to familiarize readers with key issues in land tenure, especially as they relate to food insecurity and rural development situations. Land tenure issues are frequently ignored in rural evelopment interventions, with often long-lasting, negative results. Analysis of how land tenure works in practice – as evidenced by who has what type of access to land and under what conditions – is essential.

Given the recent trend of granting vast areas of African land to foreign investors, the urgency of placing real ownership in the hands of the people living and making their livelihood upon lands held according to custom cannot be overstated. This study provides guidance on how best to recognize and protect the land rights of the rural poor. Protecting and enforcing the land rights of rural Africans may be best done by passing laws that elevate existing customary land rights up into nations' formal legal frameworks thereby making customary land rights equal to documented land claims.

Aumentar el acceso de las mujeres a la tierra es crucial para combatir el hambre y la pobreza. Sin embargo, las disparidades de género en el acceso a la tierra siguen siendo notables en muchos países, con independencia de su nivel de desarrollo. La nueva base de datos de la FAO ayudará a comprender los factores que impiden que las mujeres tengan acceso a la tierra, con lo que permitirá asimismo diseñar políticas mejores para afrontar esta situación de manera eficaz.

The study conducted by FAO and partners in South and Southeast Asia was based on an analysis of forest tenure according to two variables: the type of ownership, and the level of control of and access to resources. It aimed to take into account the complex combination of forest ownership − whether legally or customarily defined − and arrangements for the management and use of forest resources. Forest tenure determines who can use what resources, for how long and under what conditions.

The Food and Agriculture Organization of the United Nations and its partners will hold consultations on various issues relating to the voluntary guidelines on responsible governance of tenure of land and other natural resources. The voluntary guidelines aim to provide practical guidance for State governance bodies, civil society and the private sector. The voluntary guidelines will provide a basis, which interested parties can use when developing their strategies and activities.

Esta publicación compartida por la FAO y Naciones Unidas-Hábitat trata de comprender y definir mejor los procesos, los mecanismos y las instituciones de la gobernanza de la tenencia en áreas rurales y urbanas. En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas. Land consolidation can be an important tool for increasing agricultural competitiveness and improving rural conditions. Farmers can become more competitive when they decrease fragmentation and increase the size of their farms, and rural communities can benefit when consolidation projects include components to improve local infrastructure and the environment.

This paper focuses on the analysis of the right to food from an indigenous peoples’ perspective and addresses the main issues of concern to indigenous peoples that crosscut the right to food. Furthermore, it analyses how right to food is relevant to indigenous peoples and how the implementation of the right to food can benefit them.
