La presente Resolución, que consta de 11 párrafos, faculta a los directores de empresas agropecuarias y forestales del Ministerio de Agricultura y directores de los complejos agroindustriales del Ministerio del Azúcar, a fin de que autoricen para autoconsumo familiar los préstamos de tierra rústica estatal ociosa en carácter de usufructo gratuito a jubilados o personas que por causas plenamente justificadas no puedan trabajar sistemáticamente en la agricultura (par. 1º).

No person shall occupy or use more than three acres of land for urban farming. No person shall, except where that person practices zero grazing, graze his animal in an urban area (reg. 3). "Urban farming" means the carrying out of plant or animal husbandry activities as set out in the Schedule within statutory township boundaries. Regulation 4 prohibits farming which may cause nuisance in other zones as those destined for urban farming. (4 regulations)

The Committee entitles its regional, provincial, territorial branches to carry out permanent information of the population through mass media of the availability of land suitable for organization of peasant farms, collective gardening and truck farming, individual housing and summer cottage construction and the modalities of allotment of the plots of land destined for this purpose.

El presente Decreto Supremo tiene por objeto implementar mecanismos de resguardo de las áreas productivas a fin de garantizar la seguridad alimentaria con soberanía. En este marco se definen las siguientes categorías de áreas: a) áreas productivas agropecuarias urbanas, que son espacios de uso agropecuario, piscícola o agroforestal de extensiones influenciables o colindantes con urbanizaciones; b) áreas rurales de vocación productiva, cuyas características, tengan continuidad superficial y preponderancia para la seguridad alimentaria.

This National Agriculture Policy (NAP) states as its general objective to develop an efficient, competitive and profitable agricultural industry that contributes to the improvement of the livelihoods of Tanzanians and attainment of broad based economic growth and poverty alleviation. The NAP is a result of macro, regional and global economic changes that have bearing on the development of the agricultural sector. These changes are reflected in the national policy framework which reflects the Comprehensive African Agriculture Development Programme (CAADP).

The Zimbabwe Agenda for Sustainable Socio-Economic Transformation (Zim Asset) is a national development plan for the years 3013-2018 to achieve sustainable development and social equity anchored on indigenization, empowerment and employment creation. It is built around four strategic clusters: food security and nutrition; social services and poverty eradication; infrastructure and utilities; and value addition and beneficiation.

This Law regulates the functioning of local government related to urban and rural administration, defining plenary powers thereof and its relations with other state bodies. Local government shall be guided in its activity by jurisdictional competence, legality, collegiality and transparency. Information related to decisions taken by local government shall be made generally available. The sphere of competence of the local government shall include rational use of natural resources, environmental protection, land-use planning and urban and peri-urban agriculture.

Article 8 (5) shall be amended to add the following wording: “The right to once-only allotment free of charge in ownership of land plots for gardening, horticulture or peri-urban agriculture shall be granted to citizens having already in actual use the aforesaid plots of land. The aforesaid plots of land pertain to low-yielding and disturbed land”.

Collective action and the intensification of cattle-feeding techniques

The adoption of intensified cattle-feeding techniques by smallholders in Sub-Saharan Africa has been slower than anticipated. This study seeks to better define and understand the role of local collective action in conditioning the strategies that smallholders choose to intensify their cattle-feeding techniques. Collective action was analyzed as a determinant of the transaction costs of accessing feed for these techniques. An in-depth case-study method was used in a single peri-urban village that was at a low-but-increasing level of intensification of land use.
