These Regulations, consisting of 40 Articles, are enacted to strengthen the planning, protection, construction, management and utilization of ethnic cultural villages in Qiandongnan Miao and Dong Autonomous Prefecture.The administrative departments for construction of the people's governments at the county level should plan for the protection of ethnic cultural villages, and delimit the protected areas. The planning, construction, protection, management and utilization of ethnic cultural villages should respect the wishes of the local people and safeguard the interests thereof.

This Order amends the Planning (General Development Procedure) Order (Northern Ireland) 2015 by substituting a new schedule 3 to take account of the restructuring of Government Departments as a consequence of the Departments Act 2016 and the Departments (Transfer of Functions) Order (Northern Ireland) 2016. This Act reforms environmental law with special emphasis on planning. It seeks to modernise, harmonise and simplify current rules on land use planning, environmental protection, nature conservation, construction of buildings, protection of cultural heritage, water management, urban and rural redevelopment, development of major public and private works and mining and earth removal and integrate these rules into one legal framework. Sustainable development is the key objective of the Act.

Regulation on the National Land-Use Planning Council establishes the legal status, composition, powers and the functioning thereof. The Council has the following objectives: (a) coordinate the activities of central and local authorities for development of town planning documentation and landscaping; (b) ensuring transparency in the use of allocated funds.
