Ce décret fixe les attributions et l'organisation du Ministère de l'urbanisme et de l'habitat, ayant pour mission la conception, l'élaboration et la mise en oeuvre de la politique du Gouvernement dans les domaines de l'aménagement du territoire, de l'urbanisme et de l'habitat.

Le but de cette lois est: De protéger les bases naturelles de la vie, telles que le sol, l'air, l'eau, la forêt et le paysage; b. De créer et de maintenir un milieu bâti harmonieusement aménagé et favorable à l'habitat et à l'exercice des activités économiques; c. De favoriser la vie sociale, économique et culturelle des diverses régions du pays et de promouvoir une décentralisation judicieuse de l'urbanisation et de l'économie; d. De garantir des sources d'approvisionnement suffisantes dans le pays; e. D'assurer la défense générale du pays.

It gives precise guidelines on how to handle applications for registration. It also instructs Heads of Regional Offices of the Provincial Land Affairs Agency throughout Indonesia to guide and supervise Heads of Land Affairs Offices in Regencies or Municipalities in implementing these instructions.

This Law regulates all building and land use management in Israel, and establishes a framework for environmental planning. National, regional and local bodies are established to provide for land use planning on all levels: A National Board, chaired by the Minister of the Interior is responsible for overall planning in Israel. The Board's responsibilities include enacting a National Outline Scheme that sets out a framework for planning on a national scale and advising the Government on matters of planning.

The Ministry of Finance now issues guidelines for provision of credits from the State for programmes and projects for use of bare land, degraded hills, forests, alluvial flats, and water bodies within the framework of Decision 327-CT and according to duly approved annual plans: Funds from the State budget are to be provided in the form of credits for basic construction and for non-commercial economic purposes for programmes and projects for the use of bare land, degraded hills, forests, riverine and coastal alluvial flats, and water bodies.

The Planning and Development in section 27 provides that the Minister may make tree preservation orders for the preservation of trees and woodlands. The Order for the preservation of any tree or group of trees shall be in Form 1, a woodland preservation order shall be in Form 2. The Minister shall serve a notice upon owners or occupants of the land affected prior to making an order. Regulations 4 to 7 provide for the possibility to make objections against an Order.

This Act, among other things, redefines "acts of development", amends provisions relative to community areas agreements and inserts various new sections. Section 72A provides for the designation of areas in development plans for purposes of protection of woodlands, beaches, arable lands, caves, and habitats, and other natural features. A development plan may appoint also "historic areas" under section 29A. The new section 31A provides for agreements relative to the development or use of land between the Minister and persons having an interest in the land in question.

The Regulations prescribe the form and content of structure plans, unitary development plans, local plans, waste local plans and minerals local plans. The Regulations also make provision with respect to the procedures to be followed in connection with the preparation, withdrawal, adoption, approval, making, alteration and replacement of such plans.
