The Premier decrees that the Federal Agency on Management of State Property is federal executive body authorized to carry out functions on management of state property, including land relations, functions regarding rendering state services and law enforcement functions in the sphere of property relations. The Federal Agency on Management of State Property is under the jurisdiction of the Ministry of Economic Development and Trade.

Regional Decree regarding the modalities of application of Land Code (1992).

Regional Legislative Assembly decrees to extend the sphere of application of Land Code on the regional territory from the date of validation of the present Regional Decree, except for Articles 47-51 that entry into force from the date of validation of the Regional Law on land charges. The provisions of Land Code are applicable to the relations coming into existence after the extension of Land Code to the regional territory. Regional Legislative Assembly is competent authority in the following issues pertaining to the sphere of land relations : 1.

President of the Regional Council of Ministers orders to validate the form of official acts on land ownership, life-long hereditary ownership and open-ended (permanent) land tenure. Official acts must be issued by the heads of the local administrations in accordance with the Instructions of the Committee on Land Reform and Land resources attached to the Government of the Russian Federation. The collected fees must be transferred to the extra-budgetary fund of the Regional Government.
