Ministerial Decree No. 219 regarding validation of the Regulation on keeping Common state register of immovable property and its transactions.

The Government decrees that the Regulation must be applied on the territory of the Russian Federation by all institutions entitled to carry out registration of immovable property and its transactions from the date of enactment of the Federal Law on state registration of immovable property and its transactions. The Regulation establishes forms of Common state register of immovable property and its transactions and common for the Russian Federation modality of filling it in. The Regulation consists of 8 Sections. Section 1 establishes the structure of Common state register.

The following amendments and addenda must be introduced to Land Code: 1) The first part acquires a new wording “Land tax and its rates are determined in accordance with Tax Code”; part 2 must be supplemented with the following wording “Rent for agricultural land must be calculated according to quality and situation of the plot of land taking into consideration its cadastre valuation”. 2) The first part of the article 34 acquires a new wording “Land tax must be distributed in accordance with Tax Code”.

Directive No. 245-TTg on urgent work to be done concerning the management and use of land by those local organizations which have been allocated land by or have leased land from the State.

The Directive aims at preventing illegal expropriation, misuse or abuse of land and mismanagement of land rent, by ordering and providing for an inventory of all organizations and individuals that have been assigned land by the State or are directly managing and using land; those same organizations or individuals are compelled to provide the competent Authorities with the total land area measurements, the use they are doing of that land and to comply with land lease payment.

This Order makes transitional provisions under the Land Registration Act 2002 (2002 c.9) ("the Act"). The provisions are in addition to the transitional provisions contained in Schedule 12 to the Act. Articles 2 to 5 contain general and administrative provisions concerning the continuation of the Chief Land Registrar in office and of the repealed 1925 Act in relation to applications pending immediately before commencement of the Order and to enable the remaining provisions of the Order to have effect.

El presente Decreto tiene por objeto la implementación de la Ley Nº 23.302 en lo que se refiere a la estructura y funcionamiento del Instituto Nacional de Asuntos Indígenas. El Registro Nacional de Comunidades Indígenas formará parte de dicho instituto y tendrá carácter público. Podrán establecerse registros locales en el interior. El Decreto prevé el desarrollo de porgramas de asistencia sanitaria de las comunidades indígenas, prestando prioridad a la salud infantil.

Land Registry Trading Fund (Extension and Amendment) Order 2003 (S.I. No. 2094 of 2003).

This Order extends, as from 13th October 2003, the scope of the Land Registry Trading Fund Order 1993, which established the Land Registry Trading Fund with effect from 1st April 1993. It adds to the operations to be financed by means of the Fund the provision of services in wider markets relating to the registration of titles to land and to the management and marketing of property information and operations incidental, conducive or otherwise ancillary to those operations.

Under section 73 of the Land Registration Act 2002, an objection may be made to any application to the registrar. If that objection is not groundless, the registrar may not determine the application until the objection has been disposed of and, if this is not possible by agreement, section 73(7) requires the registrar to refer the matter to the adjudicator. The post of adjudicator is a new post created by the Act.

The Land Registration Act 2002 makes provision about land registration and in particular provides for the appointment of the Chief Land Registrar. These Regulations make provision for the carrying out of the Chief Land Registrar's functions during any vacancy in that office. Regulation 2 makes provision for the appointment.

Land Registration (Acting Adjudicator) Regulations 2003 (S.I. No. 2342 of 2003).

These Regulations make provision for the carrying out of functions during any vacancy in that office. Regulation 2 makes provision for the appointment. Regulation 3 makes provision for jurisdiction and powers.
