Kuchis, as nomads are now usually referred to in Afghanistan, occupy a peculiar place among Afghan communities. They constitute, like many nomadic communities in other countries, a particularly disadvantaged group with respect to many social indicators such as access to education, health or livelihood standards. Although many Kuchis are settling down, a growing and unregulated phenomenon taking place at the outskirts of the major Afghan cities, these indicators are still not improving.

PIM support to work from ILRI and partners contributed to adoption of a woreda (district) participatory land use planning approach in Ethiopia and to expansion of the joint village land use planning approach in Tanzania, resulting in more secure tenure rights for pastoralists in rangeland areas.

Since the collapse of the Soviet Union and agricultural decollectivisation, post-socialist rural contexts have afforded commons scholars particularly fertile ground for examination of institutional change and evolution under new modes of governance. In Mongolia, as elsewhere, such transformations have been characterised by the erosion of state influence and de jure and/or de facto devolution of land and resource rights.

This essay argues that an awareness of the historical relation- ships among land use, land tenure, and the political economy of Mongolia is essential to understanding current pastoral land use patterns and policies in Mongolia. Although pastoral land use patterns have altered over time in response to the changing political economy, mobility and flexibility remain hallmarks of sustainable grazing in this harsh and variable climate, as do the communal use and management of pasturelands.

This report titled Land in India: Issues and Debates is part of an initiative under the aegis of India Land & Development Conference (ILDC) which has a long-term objective of bringing out an annual Status of Land in India volume. This report is a modest beginning in that direction by drawing on the works of ILDC partners to present a quick over view of some of the key developments and debates in India’s land sector. Since 2009, Oxfam and others have been raising the alarm about a great global land rush. Millions of hectares of land have been acquired by investors to meet rising demand for food and biofuels, or for speculation. This often happens at the expense of those who need the land most and are best placed to protect it: farmers, pastoralists, forest-dependent people, fisherfolk, and indigenous peoples.

 

As part of the Global Call to Action in Indigenous and Community Land Rights, this brief puts the spotlight on the need to secure land rights for the world's pastoralists, as pastoralism is practised by an estimated 200-500 million people. Pastoralists manage rangelands that cover a quarter of the world's land surface but have few advocates.

"Pastoralists have been widely accused of being economically inefficient and turning their ‘over-grazed’ pastures into deserts. But these presumptions are not based on evidence and are usually very wide of the mark."

This issue paper No. 6 of the Rangelands Series consolidates a set of case studies which document how pastoralists plan landvand resource use in pastoral and agro-pastoral areas of Ethiopia.
