This document summarises the proceedings from a conference organised by International Institute for Environment and Development (IIED) , Natural Resource insitute (NRI) and the Royal African Society in November 2004.The conference brought together a wide range of interest groups including, African policy makers, academics and civil society representatives, as well as representatives of the private sector and international agencies, to debate the way ahead for land rights and land reforms in Africa.

CARP institutional assessment in a post-2008 transition scenario: toward a new rural development architecture

The main objective of the paper is to explore possible institutional arrangements among the Comprehensive Agrarian Reform Program (CARP), Philippines, implementing agencies in a post-2008 transition scenario for CARP. There were three reasons cited for the implementation of the agrarian reform program, namely: (i) to increase productivity, (ii) to reduce inequality particularly in the countryside, and (iii) to address one of the main causes of the persistent Communist insurgency in the country.

How can women be integrated in processes of democratisation? The participation of women in political and economic processes is essential for democratic governance. The PROWID grants system supported activities such as lobbying and advocacy, skills development and developing institutions to further women's social and economic rights. This report looks at women's participation in political culture, civil society and government institutions. Importantly, it puts participation in the context of shifting gender (and other) roles and identities.

The renovation process in Vietnam in the past decade has enabled significant economic growth as well as and greater rights and more important economic roles of farming households. However, much of this reform has focussed on men as head of households, meaning men have benefited more from economic reform, both economically and in terms of their power within the household. Inequalities continue in access to and control of key resources such as land, water, credit and rest time, as well as in access to public services.

Women do 70 per cent of the agricultural work in Senegal, but according to the Food and Agriculture Organization of the United Nations (FAO), own only two percent of the land that may be cultivated. Although property laws in countries such as Senegal, Tunisia and Burkina Faso recognise women' s and men's equal rights, and Islam gives women the right to inherit half what men inherit, in practice men retain land ownership. Women are dependent on fathers or husbands for land.

This thesis deals with the politicized struggles for land in South Africa’s Limpopo Province. With land having been an essential part of colonial and apartheid segregation policies and practice – with 87% of land appropriated by whites –, a land reform programme was imperative after the African National Congress came to power in 1994. One of the three branches of the land reform programme, land restitution, is a key focus of this thesis.

Pastoralists seasonal land rights in land administration : a study of Northern Kenya

This thesis argues that incorporating pastoral land rights into the formal

system requires identifying and securing pastoralists’ rights on migration

corridors and dry season pastures in a manner that, first, reflects their

customary practices about ‘where’ and ‘when’ they require access to the

land, and second, aligning both the ‘when’ and the ‘where’ within the

Bieden agroparken in Drenthe een haalbaar perspectief dat nadere uitwerking verdient? Conclusie is dat de perspectieven voor de ontwikkeling van agroparken in Drenthe zeer goed zijn. De ontwikkeling van agroparken past in de doelstellingen van de provincie (ontwikkeling van natuur, landschap en recreatie enerzijds, innovatie van de landbouw anderzijds). Cruciaal is het organiseren van een open innovatieproces met aandacht voor communicatie en betrokkenheid van verschillende belanghebbende partijen. De provincie is de aangewezen partij om het initiatief te nemen in dezen.

In 2007 is het onderzoek van het cluster VLG ondergebracht in zeven onderzoeksthema’s: Bodem, Water, Klimaat, Stad & Platteland, Landschap, Europees Plattelandsbeleid en Investeringsbudget Landelijk Gebied (ILG). Wat is het effect van de onderzoeksresultaten voor het beleid? Hoe komen we tot goede kennisvragen? Hoe kan het beste verbinding maken tussen het wetenschappelijk onderzoek, beleid en de praktijk? Deze veelgestelde vragen zetten kennisdoorstroming en kennisbenutting hoog op de agenda.
