This one year project will be very helpful in consolidating the gains realised in a previous project delivered in 2017, to foster women's political leadership in Northern Uganda. Despite its very complex theme and context, in just 10 months of implementation this earlier project achieved some notable results including: building the capacity of district and local women's organisations on effective advocacy; training women councillors, traditional leaders and journalists on gender and women's rights and engaging with women judges and over 2,300 community members in discussions about women's rights. In the proposed project we aim to further these initial gains to achieve 2 main outcomes: 1) The Maputo Protocol and other regional declarations on women's rights are increasingly applied by national government and traditional justice mechanisms 2) Women's political leadership in northern Uganda is fostered to address women's land rights and violence against women and girls Working with a local partner Uganda Women's Network (UWONET), these outcomes will be achieved by, on the one hand, supporting women leaders to influence policy makers on women's rights issues using the skills and knowledge generated, and on the other, by continued dialogue with religious and cultural leaders, the justice system, local community members and other key actors on women's land rights and violence against women and girls. Specifically we would like to deepen work in the following areas: • Engagement with women judges and lawyers to ensure judicial activism for gender responsive court rulings • Engagement with Parliament for gender sensitive legislative frameworks • Training women councillors and selected male councillors to acquire skills in effective lobbying • Development of a gender sensitive land justice toolkit to equip judges with skills in land justice dispensation • Capacity building and support for 3 district networks to strengthen lobbying and influencing skills on vio

1. Advocate for the enactment of the land related Laws to support government implementation of the national Land Policy 2. Monitor implementation of the National Land Policy - specifically Landnet is interested in monitoring the land transactions and how they are affecting the livelihoods of rural people more especially women; compensation and resettlement of people due to large scale land investments or grabbing; the Land Governance Assessment Framework will be used 3. Restoration of Critical Habitat for Bicknells Thrush in Septentrional PP
General
This project aims to restore critical wintering habitat for Bicknells Thrush (Catharus bicknelli) in Loma Quita Espuela Scientific Reserve, the largest protected area of the Cordillera Septentrional, Dominican Republic, by phasing out agricultural activities and livestock ranching in the core area of the Reserve through a pilot program that combines economic incentives for farmers, legal tools such as conservation easements, and law enforcement. Specifically: 1) Agricultural activities and livestock ranching in 250 hectares of land within Loma Quita Espuela Scientific Reserve (LQESR) will be phased out, via compensatory payments and outreach; 2) 6 key farmers cultivating plots within the Reserve boundaries will be compensated and relocated outside the Reserve; 3) 250 hectares of degraded lands formerly used for annual crops and pastures within the park boundaries will be managed to restore and enhance natural regeneration; 4) A vegetation and land use map of LQESR will be updated and completed; 5) A land tenure and property boundary assessment of two target sectors in the Reserve (El Valle and Pie de Plata) will be completed. 6) A monitoring program for Bicknells Thrush, other selected migrant and resident species, and vegetation will be conducted in both intact forest and degraded lands identified for recovery, to provide baseline data by which to assess the ecological success of restoration efforts and to track population levels of this high priority migrant; 7) 10 park rangers will be extensively trained and properly equipped to enforce laws within the Reserve, to file reports of illegal activities, and to conduct routine biological observations.
Improving Dry Season Agriculture for Marginal and Tenant Farmers
General
The Eastern Gangetic Plains is one of the most densely populated, poverty stricken belts in South Asia. Behind this persisting poverty are deeply entrenched social structures of class and caste, with a high incidence of inequitable landlord-tenant relations. This is combined with poor access to irrigation water in the dry season, limited irrigation capacity and low agricultural innovation. The overall aim of the project is to improve the livelihood of woman, marginal and tenant farmers through improved water use and increased dry season agricultural production. Specific objectives are to determine: existing water resources and sustainable utilisation for irrigation from tanks and groundwater; the socio-economic, structural and institutional constraints to sustainable water use; and evaluate approaches for access to water for irrigation focusing on using renewable technologies and alternate approaches to land tenure and their impact on livelihoods and resilience.
