Location

The Latvia University of Agriculture (LLU) Strategic Development Plan 2010-2016, was developed during 2009 and approved by the LLU Senate on June 10, 2009.


In order to perform its functions and implement its goals and objectives, the Latvia University of Agriculture has developed three activity programs:


1. Studies 

2. Science

3. Administrative and financial support for studies and research work


The goal of the Latvia University of Agriculture is to provide the possibility to obtain higher academic and higher professional education in agriculture, veterinary medicine, food technology, engineering, forestry science, social science, information technologies and environment management sectors as well as to develop science and to maintain and develop the Latvian intellectual potential and culture.


The objectives of the LLU:


To ensure the study quality corresponding with the standards of a national university what would allow to educate competitive specialists for the Latvian and international labor markets.

To develop the scientific potential to participate in international research, to integrate the academic education and research what would ensure introduction of innovative, knowledge - based technologies into the Latvian national economy, specially, in the Zemgale region.

To ensure sustainable development for the university as a national education, science and culture institution: 


to strengthen the legal basis;

to improve the organizational structure in accordance 

to the LLU objectives;to develop cooperation with institutions, academic education and science institutions in Latvia and abroad, enterprises and professional organizations and regional institutions of Zemgale;

to manage the LLU material and technical basis effectively.

Formation of energy resources potential of rural territories

Taking into account the development of the market for energy crops and biofuels, the work substantiates the need to develop comprehensive public policy measures that will take into account the various functions of land resources (economic, environmental and social), as well as their role in the formation of energy resources in rural areas. The positive impact of the use of energy crops as raw materials for the production of biofuels on the conservation of ecosystems and the solution of issues concerning pollution and minimizing the trend of global warming was theoretically justified.

During the last 50 years the humus content in the arable layer of the soil in the basic agrarian regions of Ukraine (steppe and forest steppe) has diminished by 15−18 %. Optimisation of the structure of land areas and stabilisation of agricultural landscapes should be based on the soil indicators that ensure conservation of land. It has been substantiated that the contour-meliorative system of land use under the conditions of the development of farming enterprises as the main form of the contemporary land system should be modernised.

Land resources of Ukraine, having economic, social, natural, cultural and historical significance, mainly are located within rural areas. Despite the fact that Ukraine has a significant land and resource potential of the territories, intensification of the use of land resources, in particular in agriculture, leads to the depletion of soil cover, land degradation and landscape destruction. The environmental policy of Ukraine provides for introduction of the principles of sustainable development in all fields of environmental management.

Type of land use is a territory of land surface according to its natural characteristics and the current economic use of the land. In relation to the changing economic environment, land monitoring institutions are investigating and implementing methods for obtaining new data on land use pattern. With the development of technologies, research on innovative methods of land resource assessment is becoming more and more relevant, which improves and accelerates the process of determining the land use pattern within the territory.

Land resources are the basis of economic and territorial development of any country. Land reform in the Russian Federation started in 1990−1991, its goal was to solve a wide range of issues in the field of agriculture, the formation and development of local government, housing construction, and ecology. At the same time, social and economic transformations were carried out, private ownership of land and payment for land use was introduced, and the development of the land market was stimulated.
