Spain ceded Guam to the US in 1898. Captured by the Japanese in 1941, it was retaken by the US three years later. The military installations on the island are some of the most strategically important US bases in the Pacific.
Guam is a presidential democracy. Guam is a self-governing unincorporated territory of the US.

These Regulations contain rules relative to the leasing of specified government land. It specifies criteria for eligibility of applicants for a lease and provide with respect to lease reservation agreements between the Department of Land Management and the eligible applicant and interim land use permits.
Land Use Permit Rules and Regulations - Article 4 of Chapter 1 of Title 18 of the Guam Administrative Rules and Regulations.
This Chapter contains rules relative to the application for a Land Use Permit and the conclusion of land Use Permit Agreements in accordance with Chapter 68 of Title 21 CGA. Chapter 68 prescribes that the Director, with the approval of the Governor, is authorized to grant permits for the use of any suitable government real property, not otherwise occupied or in use, and for any lawful purposes. These Regulations specify criteria of eligibility and procedures for permits and agreements.
Agriculture Land Lease - Chapter 1 of Title 8 of the Guam Administrative Rules and Regulations.
This Chapter contains rules relative to the allocation of agricultural leases. The Chapter, among other things: concerns applications for a lease; prescribes criteria for the assessment of an application; prescribes the form of a lease; and require the Department of Agriculture to process applications and to determine the best agricultural use for land subject to lease. The Department shall also make periodic inspections of leased land.
Soil Water Conservation Programs - Article 5 of Chapter 63 of Title 5 CGA “Fish, Game, Forestry Conservation”.
This part of Chapter 63 provides for the establishment of Soil and Water Conservation Districts for purposes of promoting soil and water conservation and preventing of erosion-related and water management-related problems. It also defines the powers and duties of Districts and provides for their management.Two Soil and Water Conservation Districts shall be created under the Department of Agriculture.
Agricultural Law - Chapter 60 of Division 6 of Title 5 of the Guam Code.
This Chapter provides for the organization and administration of the Department of Agriculture and establishes the Plant Protection and Quarantine Revolving Fund, the Farmer's and Fishermen's Small Loan Revolving Fund and the Cooperative Association Revolving Fund, provides for the granting of loans and related matters and for protection of farming activities.The Department shall formulate Regulations dealing with quarantine, pest control, fishing, slaughtering dairy cattle and experimental dairy cattle, egg labelling, and meat inspection.
