The Reconstruction and Development Corporation is established as a body corporate under section 1. The Corporation shall cooperate with local authorities in development planning and in particular shall draft and keep under review plans for the whole or part of the reconstruction area, declared by the President under section 21, guide the development and use of land, grant loans for development, construct and repair public works and facilities, etc. (sect. 2). Powers of the Corporation are set out in section 3. The Governing Body of the Corporation shall be a Board (sect. 4). The Board may institute committees (sect. 6) and establish joint committees with local authorities (sect. 7). The Minister shall appoint a Managing Director of the Corporation (sect. 10). Section 21 sets out reasons for which an area may be declared a reconstruction area. The main reasons are extensive damage by natural disaster and war or under-development. Section 35 provides for the acquisition of land within a reconstruction area. Section 38 concerns construction, renovation, improvement, etc. of waterworks by the Corporation within a reconstruction area.
