The Decision lays down rules and procedures for changing the land resources categories. It is composed of the following chapters: Definitions (I), Transfer of agricultural land to the categories of forest, forest land, and pasture (II), Transfer from the categories of forest, forest land, and pasture to the category of agricultural land (III), Transfer of agricultural land to the category of non-productive land (IV), Transfer of non-productive land to the category of agricultural land (V), Transfer of agricultural land from categories V to X to urban land (VI), Transfer of agricultural land from categories I to IV to construction category (VII). Ministry of Agriculture, Food and Consumer Protection and Ministry of Environment, Forests and Water Administration are responsible for the decision implementation.
