This Order establishes sanitary and hygienic requirements for processes related to storage, transport and utilization of phytosanitary means for the improvement of soil fertility that shall be compulsory for all legal and natural persons using pesticides and fertilizers. Purchase of phytosanitary means from private persons or companies operating without licence shall be prohibited. The state control over the utilization of phytosanitary means shall be carried out by the State Plant Protection Inspectorate, the State Sanitary and Epidemiological Service and the State Ecological Inspectorate. The infringers of the aforesaid requirements shall be subject to administrative and penal liability. Utilization of phytosanitary means on the plots of land not requiring such treatment shall be prohibited. Treatment of agricultural crops with phytosanitary means shall be carried out in the recommended period. The owner of agricultural land exceeding 5 ha must inform the population about the projected treatment of crops with phytosanitary means 48 hours before treatment.
