The Act concerns the proper use of agricultural land, the establishment of the Land Development and Utilisation Commission as a control organ, and powers to enforce rules regarding the use of land.The Act consists of 23 sections divided into 4 Parts: Preliminary (I); Development and utilisation of land (II); Land Development and Utilisation Commission (III); General provisions (IV).The Land Development and Utilisation Commission, established under section 11, may with approval of the Minister responsible for agriculture, designate agricultural land under section 3. The occupier of an agricultural unit (defined in section 2) shall cultivate land in accordance with section 4. If not, the Commission may declare the agricultural land in question to be idle land for purposes of this Act (sect. 5). An Order in this respect requires an occupier to submit to the Commission a development plan in respect of farming of such land (sect. 6). If the occupier doesn't comply, the Minister may acquire compulsorily a leasehold interest in the land (sect. 8) the terms and conditions of which are set out in section 9. Section 10 provides for compensation. Duties of the Commission are set out in section 13. The Commission is granted powers of inspection outlined in section 15. The Schedule contains rules for the internal organization of the Commission.
