The Act concerns District Councils and local government in Northern Ireland. It also provides with respect to community planning and some matters regarding governance.The Act makes provision with respect to discharge of functions of Councils. A council's functions with respect to acquiring or disposing of land may only be discharged by the Council itself. The Act also provides for permitted forms of governance such as a committee system or executive arrangements or prescribed arrangements (as defined). A Council must initiate, maintain, facilitate and participate in, community planning for its district. Community planning for a district is a process by which the Council and its community planning partners: (a) identify long-term objectives for improving: (i)the social well-being of the district; (ii) the economic well-being of the district; and (iii) the environmental well-being of the district; (b) identify long-term objectives in relation to the district for contributing to the achievement of sustainable development in Northern Ireland; and (c) identify actions to be performed and functions to be exercised by the council and its community planning partners for the purpose of meeting the objectives identified under paragraphs (a) and (b). After certain procedures a Council shall produce a community plan. A council and its community planning partners must seek the participation of the community.
