These Rules of the Territorial Planning Commission provide for internal matters of the Commission, define additional jurisdiction and authority of the Commission, describes the content of the comprehensive general plan, requires the Commission to meet with planning district boards or other boards, creates an advisory board to the Commission and provides for public hearings to be organized by the Commission and the review of applications for business licences taking into consideration planning assessments. The comprehensive general plan may be concerned particularly with industrial, commercial or agricultural development, essential fire, water and electric utilities services and other relevant aspects of life in American Samoa.
