This Chapter provides for the management and other matters of Government land. It consists of 8 Articles divided into sections. Article 1 contains general provisions. The Department of Land Management shall have authority of all government real property for purposes of this Chapter. The Director of Land Management may, when necessary, reserve or set aside government real property not reserved by law for specific public use for the future use of any other department or agency of the government pursuant to section 5. Section 6 concerns land exchange with private owners initiated by the Director. The Department shall have the power and duty to survey and classify all government real property in: (a) Urban land (b) Suburban land (c) Agricultural land (d) Grazing land (e) Industrial and commercial sites (f) Forests (g) Wasteland (which may include land not classified in any other category (sect. 7). There shall also exist Exchange land (sect. 8). Provisions of the Chamorro Land Trust Act apply to any land conveyed pursuant to the authority contained in sections 6 and 8. All sale or long-term leases of real property owned by the Government shall be reviewed by Municipal Planning Councils.Article 3 concerns the recording of land. The Director of Land Management shall be ex officio the recorder. Nothing in this Article shall apply to the registration and recording of real property which has been or which may be registered under the provisions of the Land Title Registration Act. Article 4 provides for establishment, functions of the Territorial Land Use Commission. The Territorial Land Use Commission shall serve ex-officio as the Guam Natural Resources Board. It shall be the function of the Board to study and evaluate any plans or proposals for the utilization of government land for natural resource development or exploitation. Other provisions of this Chapter concern survey of Government land, and the establishment of the Land Survey Revolving Fund and the Land Acquisition Fund. The latter has the purpose of financing acquisition of private land for public purposes.
