This document provides an overview on land use and spatial development in the Montpelier region and turning points the planning and governance regime. In the first part we give an overview on the land use and regional development of the case study region. In the second part, we introduce the planning system, its major actors and instruments as well as governance aspects to the reader. In the third part we identify the most important planning or governance instrument (scheme of territorial coherence: SCoT) and strategies related to land use and the urban fringe, regional spatial planning- and decision making strategies and their impact on the urban fringe. A series of interviews with the main actors of the aforementioned planning and governance strategies contribute to this part of the analysis. Final conclusions on recent strategies and planning of (peri-) urban land use development close this document. This report is one of the PLUREL case study reports on ‘Governance and Spatial Planning Strategies’ in six European urban regions: Warsaw, Montpellier, Manchester, Leipzig, Koper and Haaglanden. An outside comparison is also made to Hangzhou, China. Each of the research teams in cooperation with regional authorities have studied the unique governance and planning strategies in their region. As well as the official policies, their results and outcomes, and the influence of a wider range of actors have been analyzed.
