Established in 2007, the Ibrahim Index of African Governance (IIAG) is the most comprehensive collection of quantitative data on governance in Africa. Compiled in partnership with experts from a number of the continent's institutions, it provides an annual assessment of governance in every African country. The IIAG provides a framework for citizens, governments, institutions and business to assess the delivery of public goods and services, and policy outcomes, across Africa.
The IIAG provides:
- a framework for stakeholders to assess the delivery of public goods and services, and policy outcomes, in every African country
- a tool with which to govern, highlighting continental, regional, national and thematic governance results.
The data are classified within four categories:, each of which has indicators that are relevant also to land governance:
- Safety & Rule of Law - including indicators on property rights
- Participation & Human Rights - including indicators on equal participation in rural areas
- Sustainable Economic Opportunity - including indicators on access to land
- Human Development - including indicators onthe equity of public resource use
These categories are made up of 14 sub-categories, consisting of 94 indicators. The 2013 IIAG is calculated using data from 32 independent sources, including the International Fund for Agricultural Development's (IFAD) PBAS (Performance-based Allocation System & Rural Sector Performance Assessments) on access to land and water and equal representation in rural areas, as well as the African Development Bank's (AfDB) Country Performance Assessment and the World Bank/IDA Resource Allocation Index on equity of public resource use.

The Mo Ibrahim Foundation was established in 2006 with a focus on the critical importance of leadership and governance in Africa. By providing tools to support advancements in leadership and governance, the Foundation aims to bring about meaningful change on the continent.
